· What happened prior to this waiver? Medicare could only pay for telehealth on a limited basis: when the person receiving the service is in a designated rural area and when they leave their home and go to a clinic, hospital, or certain other types of medical facilities for the service. Due to this 1135 Waiver Medicare beneficiaries will be able to receive a specific set of services through telehealth including evaluation and management visits (common office visits), mental health counseling and preventive health screenings.

#2 Hard Fact:

· Technology must be available with provider use of an interactive audio and video telecommunications system that permits real-time communication between the distant site and the patient at home. Client’s must have a level of comfort established for service to be beneficial in all areas of intervention. There are stipulations for the providers in place for effective practices and abiding to government guidelines but regulatory management for such an explosion of this capacity will be initially challenging. This makes the client or client advocate vital for speaking up and demanding quality and quantitative service. #technology

· Telehealth does have global research projects such as the “Renewing Health project, 8 countries participated (Denmark, Italy, Sweden, Norway, Spain, Finland, Greece, and Germany).” The target group was patients with COPD, diabetes, and heart diseases, and a total of 7000 patients were enrolled in the study. #telehealth, #telemedicine, #2020

o The health care professionals reported that patients took greater responsibility for their own health when they were able to see their own data.

o When patients could not see their data, the health care professionals felt that the patients were less responsible for their health care and that the two-way communication was limited.

o Emerging issues that influence Telehealth delivery is providing high-quality, accessible, and cost-effective health care remotely for a socially, economically, and financially diverse population. The most substantial challenge is that of providing care for patients with chronic diseases.

o Accounting for the financial burden that may eventually apply from health care system and establishing ways to lessen the burden yet provide care that offer timely access, engage patients to participate, and prevent patients from inappropriate service utilization such as unnecessary emergency room visits.
